What the Renters’ Rights Act Means for Gloucester Landlords This Autumn

Gloucester rents rose 7.2% in the year to August 2026, reaching £1,116 a month on average, according to the ONS. If you haven’t reviewed your rent for a while, that number is probably catching your eye.

Before you put pen to paper, though, it’s worth knowing that rent reviews have a new rulebook. Five months into the Renters’ Rights Act, here’s what’s changed for Gloucester landlords, and what’s coming next.

Thinking about a rent review?

Since 1 May 2026, there’s only one way to put the rent up:

  • Use a Section 13 notice.
  • Do it no more than once a year.
  • Give at least two months’ notice.

Old rent review clauses no longer count, and your tenant can ask a tribunal to decide whether your new figure is fair. So the best rent review is one backed by real local evidence. A flat in the Docks, a family home in Longlevens and a new build at Hunts Grove all tell very different stories.

Re-letting has new rules too:

  • Advertise one fixed rent, and don’t accept offers above it.
  • Ask for no more than one month’s rent in advance.
  • Leave out blanket bans on pets, children or tenants who receive benefits.
  • Reply to pet requests within 28 days. Pet deposits and pet fees aren’t allowed.

About that pet request

We know a request for a Labrador can make a landlord nervous. You can’t refuse unreasonably anymore, but you can ask sensible questions and agree to terms. It’s much easier with a clear process in place before the request lands.

The register is on its way

The government’s new Register Your Rental Property service opens on 15 December 2026. Gloucester is in the South West, the last region to roll out, so you’ll register between 15 August and 14 November 2027. It costs £65 per property, per year. You won’t need to rush, but it’s worth keeping your certificates and tenancy details in one place from now on.

Your October checklist

  1. Rent review planned through Section 13, with Gloucester comparables.
  2. Re-let process ready: fixed rent, no bidding, one month in advance.
  3. Pet request process in place.
  4. Records and certificates up to date.
  5. Register window noted: 15 August to 14 November 2027.
