Carel Johannes Kooy failed to comply with an Improvement Notice for his Ladbroke Grove property to ensure the safety of his tenants and keep the property in good repair.

He admitted to the charge at Hammersmith Magistrates’ Court on Tuesday (September 27) where he was fined £2,000 and told to pay costs of £2,110.

Kensington and Chelsea Council officers inspected the property in May 2015 after London Fire Brigade informed them of a fire there and found electrics were in a poor condition.

He was instructed to carry out the repairs by January 12 this year, but when the officers inspected again on January 27, they found no work had started.

They gave Kooy until the end of February to start the works but he failed to do so. Then in April he contacted the council confirming the work had not been done and asking for more time.

The court heard Kooy did not have the necessary funds to carry out the works in the time frame required, but that the accommodation had now been correctly rewired.

Kooy was also ordered to pay a £120 victim surcharge.

The prosecution comes after two landlords were made to pay nearly £300,000 between them for illegally cramming tenants into their Westminster properties.
